Could we have a cooldown on how fast you can re-launch a ship after being docked? Or, a cooldown for when the ship was damaged to repair it?

combat small ships being... underused at the moment, I don't think this is a step in the right direction
(OFC wraiths and corvette are used in the beginning. but it's usually frowned upon to pay for more combat small ship)

the only small ships being bought right now are miners, chompers (powerdock) and destroyer (cash dump)
Unless vs a really bad team, no captain allows their combat pilots to buy wraiths/corvettes/minelayers.
When all combat small ships are dead, combat pilots are usually either transferred to stand-by on BC for upcoming battle, sent to mine with 1 pilot left waiting for the emergency wraith.
Let's see it this way: If you are losing combat small ships, it probably, most likely means that your miners are getting harassed, meaning you are getting bad economy.
Now you have three possibility
1- Invest into BC for a chance of early win at kerm.
2- invest into miner upgrades
3- Invest into combat small ships
now, 1 is more or less a 50/50 chance, unless really starved. let's call it the gambler's choice. what will most likely happen is either both BC meet at kerm and you are maybe at a slight disadvantage.
2 is what I'd call turtling. It has a chance to bring you back for the long game. it does so by making your miners able to escape enemy wraiths with extra speed/hull. The captain's job at this point is mostly to make sure the two BCs do not meet until his own BC is ready. that's the kind of game that can last hours
3 will give you combat small ships that will get two shotted by the enemy BC or by the upgraded enemy combat small ships. the suicide choice. by investing all your early mineral into small ships with no upgrades, you are almost certain they will lose to their counterpart, in almost every aspect. your economy will continue to suffer, your small ships won't even dent the enemy BC and your BC will be easily brought down by the enemy BC.
now if we look at it from the point of view of the team that has massacred the enemy combat small ships
Their miner have to stay close to their BC or they will get hunted down by your wraiths. Even close to the BC they'll most likely spend most of their time running from wraiths just harassing them for the kick of it, not allowing much economy. meanwhile your miner are doing super well, you can even take that drone you had on weapon (or science if you are dare devil) and send it to mine.
You get the 3 following paths of upgrades
1- Invest into BC.
2- invest into small ship upgrades
3- Invest into combat small ships
1- Your economy is better and so will be your BC's upgrades. it means better lasers, better shields, maybe a couple hull upgrades, core upgrades and maybe power docking. your BC will most likely crush the enemy BC at kerm if they meet. also, the enemy's only hope to get some of the kerm is to either send miners with maybe 1-2 combat SS to protect them or move the BC. if they bring the BC you'll win unless you fuck up. they send miners + Combat small ships your own combat small ships who are in bigger quantity should crush them. Kerm is basically yours, unless you mess up. then you just snowball and crush them
2- an other good possibility, dumping all that extra resource in SS upgrades, wraith/vette dmg. You can secure kerm by sending 2 miner and all your combat small ships. they will finish mining kerm before the enemy BC even get close, and if enemy combat small ships appear they will defeat them. meanwhile your BC hasn't move and is still charging power. this usually put the end games at about 20-25 minutes in, totally one sided.
3- you haven't lost combat small ships, or at least not in a quantity that matters. you won't have enough peons to control them all. stupid idea. upgrading BC will you much better DPS/control than buying destroyers for your combatants. maybe ONE minelayer, if you have someone that knows how to use it.
TL;DR
the way I see the game, the only intelligent way to spend on small ships (not upgrades but the ships themselves) is by buying miners, chompers for powerdock and sometime quick chomp, destroyers as a dump when your BC is fully upgraded.

I wouldn't necessarily agree to that. I went on a three game losing streak because of small ships simply wrecking in field, harassing the battlecruiser and economy in general. I also still firmly believe Corvettes hold purpose in small ship combat -- even more so now with the small ship speed changes than before, since they are excellent Destroyer Hunters and generally DPS-y ships.
Minelayers are gimmicky but still effective in their own way for sure.
Destroyer... well, it is a resource dump but in another way it's also 'a game decider.'
Well, in short I wouldn't underestimate small ship strategies.

Im not saying small ships are useless. it comes down to who wins the initial warfare as buying more small ships is simply not a viable choice.

First off : We cant see much in this video, it should be made using replay to highlight the best parts, not just see the BC interior/exterior all game
I dont feel like the minelayers won you that game, at all. The 19k hull and power management fail on the other team did.
That's something else too : 1k hull for 50/50/0/0 is way too much.
anyway, even during the fight the minelayer did pretty bad, barely managing to heal the BC and actually healing the hull instead of the shield.
I might be a shitty wraith and not playing CC as much as I used to, but I've still had quite a few games recently and there's not that many players I consider a threat as captain. It usually just all come down to who has the best wraiths out in the first 10 minutes. Basically you want to have the most degra/sky/whyte on your team.
