To be honest, slap, I don't get why you want the Subjugator to remove shields so badly. I get it was in your original design, so it kinda sucks that it wasn't included, but...
It can screw with the enemy BC's engines, create an impregnable barrier, and has an offensive option available -- perhaps not as potent as some, but still viable. The destroyer already exists to act as a 'way to deal with shields' -- it doesn't 'outright remove them,' but it still effectively deals with them entirely by creating effects that bypass them. Moreover, shields aren't an impregnable force at the moment, and hull is
exceedingly vulnerable with no shield backup.
Moreover, the Subjugator already has incredible speed, which gives maneuverability on top of it's shielding mechanic to make it stupidly hard to kill. It can screw an enemy's throttle, which when paired with its automaton allows it to very easily DPS an enemy ship down or allow someone else to.
I don't get why this needs to be an 'effective DPSing machine' on par with the destroyer. Dropping 1.5k shields every pop on a 4 second cooldown would make it essentially the strongest shield DPS to ever exist, dealing 375 shield (
and energy) damage a second
on top of its other abilities. I think the lack of DPS is a nice shortcoming that makes it far from a perfect ship. Destroyer has poor maneuverability and adaptability -- it's pretty much
only good against the battlecruiser. Aside from DPS options, what does the Subjugator
lack?
