Navigation + Tractor beam

Move the tractor beam to the navigation pane
Reason: i've never seen the tractor beam used in a game other than to test it, most people don't even want to buy it... i've seen people kicked for buying it :)
If you move it... the navi can disable a small ship ( like a wraith ) and the gunner can kill it ( with side boosters... wraiths can dodge lasers with no trouble )
