Enhanced stabalisers serve to increase your battlecruiser's speed and turning rate. However, because engine output through the power console is infinite and acceleration is static it is easier to look at this upgrade as a way to increase the efficiency of energy consumption for engines. At max level, you should only have to expend 0.77GW in order to obtain the same speed as 1GW normally would without the upgrade.
