Fusion Core is the only way to increase your Battlecruiser's energy production without altering core output or by using a Power Dock. For every level invested in it, your ship's energy production increases by 10GW. Furthermore, fusion core upgrades are taken into account when increasing core output from the Power Console since this is an increase to the Battlecruiser's actual energy production.
