actually when i think about it, a tractor for a minelayer would be the least OP because a minelayer cant force ram a ship, and it doesnt have sustained damage so using it against a dessy or corvette would be a little counter intuitive, would suck for miners and maby wraiths but *fido brought in anuva miner! good job fido!" lol being tractored and being dragged across the map to your doom would make for some very interesting role play (save the miner!) and gameplay!

your still not paying attention =p at most mine layers dragging ability would be limited to mines, aside from that, basically it would be a mimicry beam / shadow beam (keep you from moving, relative to the ship you are tethered to ahhh...
