Science AI Desn't Power Trans to SS in Range During a CD

If power transfer is on cooldown and a small ship is in range when the cooldown ends it won't power transfer to that small ship. But if that same small ship is in range and another small ship comes up after the cooldown has ended, that second small ship will get the power transfer. It seems that power transfer only works for small ships that only come into range when power transfer is not on cooldown. I have seen this happen in two or three games now.

I haven't been able to reproduce this and there's nothing in the code that looks like it would cause this.

However, it wont cast the ability if you're close to full energy.

That could be the issue then. The down side to this is if you have one of the upgrade power transfer and you want a ship to get the buff. It would be better if it just did power transfer to all ships, regardless of how much energy they have.

Perhaps a button in the AI Console like for the Weapons AI that says "Always Energize" would help out the buff issue.
