A snowball is a 'creeping' effect typically in which even a small push in one direction creates a situation that quickly gets out of hand as it builds up, with no obvious way of stopping it. A solution still exists when dealing with a complete fleet wipe if you lose all your ships -- play defensively. Eventually the small ship playing field will level out again once they respawn -- it creates a large gap in which the other team has an obvious advantage, but that was the point of creating a 'period of punishment.'
Allowing only one reconstruction timer to run at a time creates a situation where you wouldn't necessarily just want to say 'Okay, one of us died so lets all just bum rush and do as much damage as we can.' It makes it worthwhile to attempt to salvage the situation to dampen the punishment upon your small ships. Looking at it the other way, it also makes it more worthwhile to aim to take out the entire fleet rather than just 'one key ship' and then be done with it. It makes it such that suiciding small ships is not always the better solution.
Honestly, I kind of like the idea Slapshot is suggesting by only allowing one ship to respawn at a time -- create a simple 'stack' that gets a ship when it dies and either pushed it onto the top of the stack or splices it in just after the ship that would take less time than it to reconstruct. When the first on the stack is revived, move on to the next and so on, such that you create a hierarchy based upon the time of death or based upon respawn timer length. I think it would require another tweak in the length of downtime for each ship individually (maybe by half?) but I don't think it's a bad idea at all.
HOWEVER, I would prefer to see the actual hanger system in action first. While I like the concept Slap's presented, I would much rather first see the system in effect before tampering with it.
