Mutually exclusive tier upgrades

The only issue is that using the inventory is absurdly unwieldy. The moment that's fixed, it would become an incredibly good upgrade.

I think the inventory works great as far as the minelayer goes, and wraith flares as well - we just need that level of usability for missiles as well

Just add a hotkey for "fire missile".
And boom it becomes usable.

I actually like zakhennahr's idea, although then we'd need to rebalance Offensive T2 somehow if it gets implemented.
