There are two items that use the same hotkey in the Construction -> Ship items menu.
They are the distress beacon and... Either shield or cloak, I forget which one. Went to buy shield/cloak combo, looked at hotkeys and hit them, ended up with distress beacon instead.
EDIT: It is Distress Beacon and cloak.
